Axis Consulting was founded in 1996 as Management Consultants, Quantity Surveyors and Engineers to provide comprehensive consultancy services to all sectors of the economy. Later on the Company broadened its remit to include Development Consultancy. The firm was incorporated as a limited liability company - Axis Consulting Advisory Services - in 2013.
Axis Consulting is committed to providing efficient services to its clients with a staff comprising highly qualified and experienced personnel able to add value in various phases of the project cycle from conception to planning design and supervision of project implementation, to post project evaluation, facilities management and monitoring and evaluation. Further services include Baseline Surveys, Concept Development, Poverty Mapping and Impact Assessment.

Lawal Y. Aboki
Managing Consultant
Lawal is a management consultant and quantity surveyor, with extensive experience in project management and finance.
In addition to his primary calling as Chief Executive Officer of Axis Consulting Advisory Services Limited, Lawal currently serves as a Director of PDS Consulting Limited, as well as on the boards of trustees of the Center for Policy Research and Development Solutions and the Society for Monitoring and Evaluation in Nigeria. He has previously served on the committee that developed the monitoring and evaluation framework for the Vision 20-2020, (Nigeria’s long-term strategy/development plan) and as the coordinator of the monitoring and evaluation framework for Nigeria’s Millennium Development Goals program. He was also a lead consultant on the design of the institutional framework for the North East States Transformation Strategy, the Nigeria Countering Violent Extremism program and the Kaduna State Rural Development program.
Earlier in his career, he was the coordinator of the National Educational Materials Procurement Program and the National Mass Transit Program--two of the largest social sector intervention programs of the Petroleum Trust Fund (PTF). He had taken up the PTF assignment after over a decade in Continental Merchant Bank, where served in various management capacities.
He graduated from Ahmadu Bello University Zaria, Nigeria in 1982 with a Bachelors degree in Quantity Surveying and took a Masters degree in Construction Management from Brunel University London, UK in 1985. He is corporate member of the Nigeria Institute of Quantity Surveyors and the Chartered Institute of Building of the UK.
Dr. Chinedu Eze
Principal Consultant, Policy/Financial Services
A Principal Consultant of Axis, Chinedu is a Lawyer and Financial Management Consultant, with over 25 years’ experience in policy development and planning, budget formulation and management, revenue administration, change management, risk analysis and management and legal drafting.
In the last decade, Chinedu has been involved in an extensive number of short-term consultancy assignments for major international development agencies such as The UK Department for International Development (DFID), The World Bank, European Union and British Council in Nigeria and other countries.
The assignments covered aspects of institutional/governance review and assessment in the areas of public financial management, budget management, revenue administration, debt management, procurement procedures and fiscal performance.
Chinedu participated actively in the current Nigerian public sector reform initiatives at Federal, State and Local Government levels and as such have a good understanding of the structure, systems and operations of Nigerian public sector organizations.
He also participated in the design and implementation of Nigerian Millennium Development Goals (MDGs) Conditional Grants Scheme (CGS). The MDGs-CGSs is a multi-sectoral scheme developed by Federal Government of Nigeria to Scale-up investment in the MDGs at the State and Local Government Areas (LGA) Levels and ensuring ownership and sustainability. The scheme empowered state and local governments to carry out their constitutional responsibilities in delivering public service in the core MDG sectors; encourage improvements in public expenditure reform; and strengthen the partnership among the three tiers of government for national planning. For three years, 2010 to 2012 Chinedu Eze served as the Coordinator of the Conditional Grants Scheme involving 36 states and 774 local governments across Nigeria.
Dr. Ishiyaku M. Mohammed
Principal Consultant
Ishiyaku is Principal Consultant with Axis and Trustee of the Center for Policy Research and Development Solutions. He was until December 2011, the Head of the Conditional Grants Scheme for the Federal Government of Nigeria. In that role, he guided the investments of over $200m nationwide annually for intervention in primary healthcare, and water and sanitation, and led a new initiative to scale-up grants to 113 Local Governments--which has been acknowledged as the largest scale-up of the MDGs in the world. Previously, he had assisted in the introduction of a virtual poverty fund dedicating some $750m annually to pro-poor investments, and in the design of a ground breaking monitoring & evaluation framework. A veterinarian by profession, he has helped guide agricultural research and planning in Nigeria for over a decade. He was previously the Centre Director of the Doma Educational Development Foundation. In 2010, Dr. Mohammed was chosen as one of Africa’s emerging leaders by the African Leadership Institute West Africa (ALIWA), which is part of the Aspen Global Leadership initiative.
Aliyu Y. Aboki
Principal Consultant, Engineering
A Principal Consultant with Axis, Aliyu is able to manage large projects/departments & engineers/consultants - include resource planning, streamlining activities and developing resource management & dept. goals as well as overseeing deliverables . He has a very good understanding of developing CAPEX & OPEX budget plans and possesses good experience in the production of/responding to tender documents & assist in negotiations. Aliyu also has extensive knowledge and experience in telecoms network deployment and improvement strategies & refinement of business plans.
Aliyu has been a technical executive with 12 solid years of devising / executing network strategies and leading team efforts that produced multimillion-dollar results via aggressive network design & rollout providing the base for growth of telecom products and services and attainment of quality of service targets. Technically sophisticated presenter, trainer, team leader, and solutions architect. Core competencies include: Crafting and assessing network expansion plans to meet business and QoS requirements. Next generation network migration strategies. Executive-Level Presentations. Team Building & Leadership. Effective and efficient partner and vendor management. Analysis & examination of statistical & performance data from the past & present and make best guess predictions based on sound reasoning & network modelling. Aliyu also has good experience in developing services sales across telecoms network domains. Sales drive with key solutions and services of strategic importance to the organisation, ensuring sales and financial targets are met. Extensive experience in managing the planning and execution of projects to PROPS-C (Ericsson PM framework) standards. Good in identifying new business opportunities and maintaining up to date opportunity pipeline/funnel. Experienced in developing project plans with Network & Technology Consulting (N&TC) delivery team and managing the team’s performance of project tasks. Good working knowledge in preparing and managing proposals, agreements and contracts of various complexities.
Aliyu attended Ahmadu Bello University Zaria, Nigeria, graduating in 1999 with BEng in Electrical Engineering. He went on to the University of Manchester Institute of Science & Technology, UK Graduating MSc Communication Engineering, with distinction, in 2002.
Abdurrahman A. Abdullah
Senior Consultant, Monitoring & Evaluation
Abdurrahman Abdullah is currently a Senior Consultant with Axis Consulting. He posses over ten years core professional experience in development management, encompassing project design, implementation and monitoring and evaluation at the state and national level. He also has over twenty years of experience in the basic and post basic levels of the Nigerian education sector.
Abdurrahman was employed by UNDP as the North East Zonal Technical Officer for the Conditional Grants Scheme to Local Government Areas of the Federal Government of Nigeria MDGs programme. In this role, he provided technical backstopping for the guided investments of the Debt Relief Gain (DRG) on interventions in Education, Primary Healthcare, Water and Sanitation and Agriculture in eighteen Local Government Areas of the six States in the North East geopolitical zone, later expanded to forty two.
Abdurrahman was also Team Lead for the Monitoring and Evaluation of Universal Basic Education Commission Community Self Help Projects for the Civil Society Action Coalition on Education (CSACEFA) For All and DRG funded MDGs Projects and Programme in the North East Geo-Political Zone for the Office of the Senior Special Assistant to the President on MDGs. He was on the Board of the Civil Society Action Coalition on Education (CSACEFA), representing the North East Geo-Political and Programmes Manager at Doma Education Development Foundation a Non Governmental Organisation with theme focus on Education, Health and Governance.
Maduka S. Okafor
Senior Consultant, Information Systems
Maduka Okafor is the ICT Consultant of Axis. He possesses over nine years experience in web and mobile applications development, software development, database development/management, information technology training, and business systems analysis. He has served in a number of critical roles and participated in many demanding ICT implementations for several corporations within the financial, telecommunications, software development, management, training, and multimedia technology service industries.
As Senior Business Systems Analyst (Web and Mobile Technology) for Amplimax Solutions, Malaysia, he led a team of system integrators in providing a comprehensive second line support for client solutions. In this role, he was also responsible for maintaining, re-designing, testing and deployment of desktop solutions and web applications/portals for clients. He also worked with DFID-SPARC as a consultant to the Office of the Senior Special Assistant to the President on Millennium Development Goals, to support and maintain the Nigeria MDGs database, and also the design of a robust Information System for baseline facilities inventory (BFI) across Nigeria’s 774 LGAs. Maduka is currently working with World Bank, as a consultant Solutions Architect for the Nigeria Governors' Forum (NGF).
Maduka attended Nnamdi Azikiwe University Awka, Nigeria, with B.Sc in Computer Science. He went on to Coventry University, UK where he Graduated M.Sc Management Information Systems, with distinction and best achievement in masters program, in 2009.
Kyela Gadi
Associate Consultant
A Development Practitioner and Associate Consultant with Axis. Kyela is experienced in initiating, managing and assessing cross-cutting development interventions at sub-national, national and international levels. She’s worked with the Earth Institute at Columbia University as lead staff on its local planning efforts in Nigeria. Prior to that in 2010, she coordinated the largest nation-wide survey of civil servants in Nigeria alongside a British researcher to identify key impediments to the delivery of public services and goods from over 6,000 civil servants in the social sector areas of health, education, water and sanitation and agriculture at Local Governments, States and Federal institutions. Her work is centered around engaging with policy-makers, service providers, vulnerable groups/communities and development partners and pulling them together on common platforms to articulate interventions that are evidence-based and better targeted at vulnerable groups/communities and at improving current indices. She initiated and is currently managing a community-based agriculture intervention for smallholder farmers in the FCT to enhance cassava processing for food security which is a multi-stakeholder initiative involving farmers and communities in the FCT, FCT Administration, Embassy of Japan in Nigeria and UN’s Food and Agriculture organisation.
She’s been involved in coordinating urban agriculture projects in Accra, Ghana and London, United Kingdom. In 2012, she obtained an MSc in Environment and Sustainable Development (with Merit) from University College London (UCL). She is both a member of UK’s Developing Areas Research Group and Nigeria Institute of Management.
